Greater Victoria Harbour Authority (GVHA) is a not-for-profit organization dedicated to supporting Victoria’s working harbour by managing the harbour’s key properties. The mission of the GVHA is to act as owners and managers of the properties, advocate for best water and marine-related use and development of the harbour and collaborate with others in implementing Harbour initiatives.

 

Chemistry Consulting Group has been retained by the GVHA to search for a passionate and strategic Environmental Manager.

 

Reporting to the Director of Operations, The Environmental Manager is responsible for providing strategic and operational guidance and oversight to the GVHA over the Environment Program and other environmental initiatives. The Environmental Manager builds awareness and compliance internally and externally for GVHA’s Environment Program.

 

Key Areas of Responsibility

 

Environmental Program Administration & Facility Development

  • Develops systems, work practices, and procedures for implementation of organization environmental guidelines and best practices corresponding with current and impending legislation
  • Develops the environmental policies and leads the initiatives for GVHA that meet Vision, Mission and Guiding Principles, including air quality, waste and greenhouse gas reduction strategies, etc. for each line of business and facility
  • Maintains records, prepares reports, and composes correspondence to the Board and GVHA stakeholders on environmental topics
  • Supports and advises on environmental issues and work practices associated with GVHA capital projects and maintenance
  • Facilitates GVHA’s properties’ compliance with the BC Ministry of Environment’s Certificate of Compliance and/or Approvals in Principle

Budget, Funding & Research

  • Assists in the preparation of environmental initiative budgets; monitors, verifies and reconciles expenditure of budgeted funds as appropriate
  • Identifies and pursues environmental grant funding, rebate opportunities, or other savings programs from public and private sector organizations
  • Researches and develops environmental strategies, guidelines and best practices for all GVHA’s lines of business and facilities
  • Monitors government environmental policies, determines any potential impact to GVHA practices and makes recommendations to Leadership Team if changes are required

 

Other Duties

  • Liaises with government agencies, community associations, other stakeholders regarding GVHA’s environmental initiatives
  • Collaborates with member agencies on provincial, regional and local environmental goals & initiatives
  • Provides or facilitates training and support to employees on implementation of environmental strategies and ensures environmental regulatory compliance

 

To Ensure Success, You Will Bring

  • Bachelor’s degree in environmental science or a related field
  • 3+ years experience in a research and/or policy development field, with experience drafting policies and best practices
  • Experience implementing project management methodology
  • Knowledge of local, regional, and international environmental issues and opportunities
  • Proficient with MS Office
  • Excellent interpersonal and communication skills; ability to work collaboratively in a diverse and busy environment and demonstrate effective relationship-building capabilities
  • Attention to detail

Specific Accountabilities

Internal Environment Program Administration:

  • Develops systems, work practices, and procedures for implementation of organization environmental guidelines and best practices corresponding with current and impending legislation
  • Develops the environmental policies and leads the initiatives for GVHA that meet our Vision, Mission and Guiding Principles, including air quality, waste and greenhouse gas reduction strategies, etc. for each line of business and facility
  • Monitors, evaluates and enforces implementation of environmental guidelines and best practices for GVHA
  • Monitors and evaluates the community quality of life environmental principles such as air and noise emissions and environmental emergency planning
  • Maintains records, prepares reports, and composes correspondence to the Board and GVHA stakeholders on environmental topics
  • Maintains inventory of GVHA environmental policies, guidelines and programs
  • Ensures commercial agreements with customers has language that is driven by GVHA environmental policies and are enforceable by GVHA
  • Ensures compliance with all applicable legislation
  • Identifies environmental risks and incidents; and provides regulatory summaries and recommendations to Leadership Team

Stakeholder Relationships:

  • Promotes and raises awareness of the impact of emerging environmental issues, whether legislative or best practices to all GVHA stakeholders
  • Liaises with government agencies, community associations, other stakeholders regarding GVHA’s environmental initiatives
  • Collaborates with member agencies on provincial, regional and local environmental goals & initiatives
  • Participates in networking opportunities that are key for environmental opportunities

Facility Development and Asset Management:

  • Supports and advises on environmental issues and work practices associated with GVHA capital projects and maintenance
  • Facilitates GVHA’s properties’ compliance with the BC Ministry of Environment’s Certificate of Compliance and/or Approvals in Principle
  • Supports environmental planning of Capital and Maintenance initiatives
  • Manages compliance and implementation of environmental permits through management and technical oversight of field monitoring, inspection, documentation, contract management and reporting
  • Prepares applications and submittals of all environmental permits

External Environment Program Management:

  • Facilitates the inclusion of GVHA into international, national, and municipal initiatives such as the Clean Marine BC program, Green Marine program, and Climate Smart program including 3rd party audit verification of GVHA properties

Employee Engagement:

  • Provides or facilitates training and support to employees on implementation of environmental strategies, guidelines and best practices and ensures environmental regulatory compliance

Budget & Funding:

  • Assists in the preparation of environmental initiative budgets; monitors, verifies and reconciles expenditure of budgeted funds as appropriate
  • Identifies and pursues environmental grant funding, rebate opportunities, or other savings programs from public and private sector organizations

 

Emergency Planning:

  • Assists in maintaining emergency plans and business continuity plans for GVHA

Research:

  • Researches and develops environmental strategies, guidelines and best practices for all GVHA’s lines of business and facilities
  • Reviews technical journals and manuals, monitors trends, attends seminars, and participates in professional activities to maintain skills and knowledge and to keep current on new technologies for environmental programs and practices
  • Monitors government environmental policies, determines any potential impact to GVHA practices and makes recommendations to Leadership Team if changes are required
  • Explores GHG and carbon-reducing programs and solutions

  • Operates standard office equipment
  • Operates personal computer for word processing, spreadsheets, electronic mail, calendar, internet etc.
  • Computer software includes Microsoft Office suite

 

 

Working Conditions

  • Office environment
  • Regular, full-time position, Monday to Friday, 8:30 a.m. to 4:30 p.m.
  • Regular site/field visits for research purposes

 

Experience and Education

 

  • Minimum Bachelor’s degree in environmental science or related field preferred
  • Minimum three years’ experience in a research or policy development field
  • Minimum three years’ experience drafting policies and best practices
  • Experience with implementing project management methodology

  • Knowledge of local, regional, and international environmental issues & opportunities
  • Thorough knowledge of and proficiency with a variety of software programs including Power Point, Word, Excel
