Project Overview
MESCLA 2.0 is a program created to maximize the results of USAID's cooperative efforts set out in its Country Development Cooperation Strategy (CDCS) and the Root Causes Strategy (RCS) by enhancing learning, collaboration, and adaptation among USAID/Honduras staff and stakeholders. Based on the results of the monitoring and evaluation of programs, MESCLA 2.0 will improve the impact and performance of USAID efforts in improving socio-economic opportunities, democratic governance, and justice and security to reduce irregular migration. MESCLA 2.0 is divided in 2 components: 1) Evaluations, Assessments, Surveys, and Special Studies, and 2) CLA-MEL Performance. MESCLA 2.0 will operate from September 2022 to September 2027.
Position Overview
Job Title: Senior MEL Capacity Building Specialist
The Senior MEL Capacity-Building Specialist will lead MESCLA’s monitoring, evaluation and capacity building efforts with local partners, particularly new local partners, and USAID/Honduras and Implementing partners (IP). In Liberia, IBI is implementing the USAID-funded Liberia Data, Evaluation, Learning and Technical Assistance (DELTA) Activity with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia’s Office of Program and Project Development (PPD)and Development Objective (DO) teams in support of the Mission’s project design, performance monitoring and evaluation, and operational learning and adapting.
Project Objective:
USAID has requested DELTA to conduct a rapid, evidence-based assessment of Liberia’s media sector to inform strategic planning and program development processes. The Mission has been supporting Liberia’s media sector since the signing of the Accra Peace Agreement in 2003, which ended 14 years of brutal civil war. Over the past 20 years, USAID has been the primary donor consistently working in the media space.
Using USAID’s Media Assessment Tool as the overarching framework, the Liberia Media Sector Assessment is intended to provide USAID/Liberia with an updated understanding of the current media landscape and the various forces that shape it. The assessment team will conduct Media Ecosystem Roundtables, a perception survey, and key informant interviews in close collaboration with USAID, supplemented by a desk review of secondary data. The assessment will identify longer-term sector trends that indicate how Liberia’s media sector (e.g., platforms, audience needs/preferences, legal frameworks, relevant) and related infrastructure (e.g., internet, access to electricity, and available technology) will evolve over the next five to ten years. The assessment will provide forward thinking and innovative recommendations for current and future programmatic entry points, including necessary policy reforms and capacity support for media institutions to become financially sustainable.

IBI is looking for Project Associate (PA) who will provide administrative and logistical support to IBI’s Project Managers and Directors for day-to-day project management activities, as well as assist in drafting, reviewing, and formatting documents. The successful candidate will be a self-motivated, results-oriented, customer service-minded individual who is able to work well in a deadline-driven, multitasking environment. This position will report to a Senior/Project Manager.
This is a full-time entry level position and a great starting point for anyone interested in international development and project management. The project associate will work closely with the project managers to support overall implementation. As skill grows, the PA will be assigned smaller projects to manage.

The Director (EG&G) will provide oversight, guidance, and administration to IBI’s overseas projects so that they are implemented in accordance with the technical, financial, and administrative requirements stipulated in each contract. .
